After an October 2024 referendum in which over 70% of voters backed new nuclear energy, Kazakhstan plans its first plant at Ulken near Lake Balkhash, led by Rosatom, which signed a construction contract in September 2026. An April 2026 strategy foresees at least three plants in operation by 2050. Policy position as read on 2026-11-03: World Nuclear Association, Nuclear Power in Kazakhstan (page dated 2026-10-23).
